The concerns are not new, but the pace of recent fee adjustments has sharpened the frustration.

Since mid-2024, Cambridge has moved through multiple rounds of development charge updates: a new background study completed in late 2023, by-law changes taking effect in June 2024, further amendments tied to Ontario’s Bill 185 in October 2024, and another update cycle now running through early 2026 connected to a Parks and Recreation Master Plan. For operators planning multi-year projects, that frequency of change creates real uncertainty around budgeting and investment timing.

Business Owners Detail Mounting Fee Pressures

The numbers behind these concerns are striking when laid out plainly. As of December 2025, Cambridge’s own non-residential development charge sits at $9.44 per square foot of gross floor area. But that figure only tells part of the story. The Region of Waterloo layers its own charge on top — $24.83 per square foot for commercial and institutional space — meaning a business building out a modest 5,000-square-foot commercial unit could face combined development charges exceeding $170,000 before a single employee walks through the door.

That stacked fee structure is precisely what frustrates many local operators. Business owners who have been through permit processes in neighboring municipalities argue that Cambridge’s combined city-and-region charge profile makes marginal investments harder to justify. The tension is particularly acute for light industrial operators and neighbourhood retailers who are weighing whether to expand their footprint or consolidate to manage costs.

How Digital Payment Options Are Shifting Costs

As fixed costs climb, some business operators are scrutinising variable costs more carefully — including transaction fees embedded in payment processing. The shift toward digital and e-transfer payment systems has become one practical lever businesses are pulling to reduce overhead, and it cuts across sectors as varied as hospitality, subscription retail, freelance services platforms, and digital entertainment. In each case, the logic is the same: faster settlement, lower processing fees, and reduced chargeback exposure add up meaningfully at scale. The Cambridge Chamber of Commerce and local business improvement areas have been tracking the development charge update cycle closely. Their central ask is not necessarily a rollback of fees, but rather more predictability — advance notice of changes, phased implementation timelines, and clearer communication about what specific infrastructure investments the charges will fund. The argument is that businesses can plan around known costs; what they struggle with is repeated short-cycle adjustments that reset their financial assumptions mid-project.
